Goalie skates are lower to the ground and help give you a lower center of gravity. Also, most have a loger chasis compared to player skates so you can get a bit lower in your stance. The cowlings will not help you slide on concrete, but will give you added protection. So go for the goalie skates.

About the wheels, I agree with cfern harder is better.
