Forget StubHub, eBay is the way to go. You can probably get good tickets at a good price. I don't know about scalping, since I've never been to WVU, but I would imagine you could go that route too. StubHub is rediculously overpriced.

Also, go to the WVU athletic ticket office webpage and find out when single game tickets will go on sale. Call them on that day, and you might be able to get good seats right through them. I doubt Rutgers would be a big game for WVU, especially given the offseason changes for both teams. Make sure you read all of the admission requirements on the WVU site. Often you will need that school's student ID's to sit in the student section or have to pay an extra "transfer fee" (the case at PSU).

Football tickets usually go on sale in June for colleges, so find that date. If possible, you might want to wait until closer to gameday to buy. Rutgers will be alloted an entire section of tickets. If they don't get requests for those seats from their boosters, the tickets get returned to WVU for sale. At that point you can buy the tickets, again directly from the WVU ticket office, for face value. Waiting until the middle of the first quarter to buy from scalpers is a way to get very, very cheap tickets too. Usually the scalpers will give up and you can get lower bowl seats for $10-20 each.
