I have been skating and playing hockey over 47 yrs. Coached 17yrs and gave private skating lessons 5yrs. If your foot is not tight in the boot your ankle is not supported properly, therefore it bends. Weak ankles is like a myth, having a boot that fits properly makes a total difference. I don't think you build up muscles in your ankles to skate better.
If your regular shoe is D width an E skate is too big and it's more than 1/4 ".
Take that for what it is worth.
