I completely disagree!

Many companys haven't offered thigh wraps until more recently, and in fact, many still don't it seems.

I find a 'good' thigh wrap wraps around your thigh and stays flush to it, moving where you move, thus protecting you leg better than a thigh board. From my experience, thigh boards flop around and gets stuck in your pants, thus, exposing the knee a lot more. I have gotten hit in the thigh and had it hurt with boards, but never with the wraps I had (maybe it was because they were NHL pro-returns?).

Currently, I have a +3 pad, so I am not even wearing wraps or boards and have not gotten dinged yet, knock on wood.
