I had the same problem that you're having right now. This is what I did with my c/a:
I just attached the c/a's backpad to my pants. Now it doesn't hang so low anymore. I also had to shorten the arms of my c/a. It was pretty easy. I just folded the excess material under the shoulder caps and sewed it together (you can see the mod in the pic).
