Hey smart people, is this the right word?

This is part of an email I got today. The back story probably isn't important, but from what I understand the contract with one office equipment supplier (Company A) is ending with my company (Company X), and we will be using another office equipment supplier (Company B). Apparently Company A has employees to exclusively serve my company, and this paragraph discusses those employees.

Please be advised that (Company A) currently maintains a clause within its standing agreement stipulating that (Company X) is to reframe from offering jobs directly to (Company A) employees. (Company A) has made it clear they do not wish to release any of their current staff. We are requesting that (Company X) managers and supervisors reframe from offering employment of any kind to the current (Company A) staff.
So the question to you people with good book learnin', should "reframe" be "refrain", or am I just a dummy?
