Or you could just pay attention to the announcement section, and the sticky thread. For people that can't be bothered to vote, a PM won't change their attitude. In fact, it'll probably just piss them off, having another "junk" PM in their inbox to deal with.

If they get a PM, it will send them an email.... ( if they checked the "send alerts" box in their profile). Kind of a mass emailing, if you will.
