1) Like anything, it helps if you've played another instrument before and you'll pick up the next one faster if you have.
That said, the saxophone is probably the easiest wind instrument to learn. The ombature (however you spell that. It's how your mouth goes on the mouthpeice) is very forgiving and flexible, and since it's a conical woodwind, the upper octave is the same fingerings as the lower octave, so learning the notes is easier than say a flute or clarinet.
The drawback of the saxophone also comes with one of its strengths - since the ombature is so flexible, it is easy to play and easy to bend notes expressively. However, if your goal is simply to play in tune, it is one of the more challenging instruments out there. That said I still think it is one of the easiest wind instruments to get a basic ability on if not the easiest.
2) I haven't played a ton of different saxophones so it's hard to say. I own an alto by a company called "Antigua Winds" that I've always been satisfied with. It's this model

I'm not sure exactly what they cost but I think they're usually one of the more affordable models.
Anything by Selmer is good as long as it's in decent condition. A friend of mine had a Conn that I tried out that felt fine although they're more known for their brass. Don't buy a Bundy - they're the essence of cheapo.
I haven't played them myself, but lately the Cecilio model that has flooded ebay has caught my interest. I've been thinking about buying a tenor and they're very affordable. They look solid enough from here.
I wish I could be more helpful but I'm just not that knowledgeable about the various models. Do you have Facebook? A friend of mine on there was helping me pick out a mouthpiece and he seemed to know a lot. PM me if you're interested in getting in touch with him.
3) I've never tried. I guess I should. I'm not that great at it but it's fun.
