For NHL spec you need to take into account the side gussets and calf wing while they are on you leg. You cannot just measure the face of the pad. Also the pad must be measured at the widest point.
For Gregan we pulled in the 12" pad and it came out approx. 11.25, but they were not true NHL Spec.
As pads age they shrink some in height they widen out a bit. Happens on every product made. I believe Dave Capan stated in another thread that the Pro RBK made for Pro Players by Michel are all produced at a beginning width of 10.5". I cannot comment on the RBK that are massed produced, I honestly do not know. With the new size requirements you need to allow for some widening of the pad face with age. The rule does not allow for, well when I bought them they were 11".
Measurements are done with a Caliper not a measuring tape across the front of the pad. It would be a real shame if after six months of use, a goalie got measured and the pads were .25" out of spec. Most of the VK7's out and about are brand new. My sons are 5 months old and right now are 10.95 Inches at the widest point. They have aged, reduced some in height and will top out at 11" wide.
All factors had to be considered when conforming to the new rules.
